By 1960, the open-air shopping facility spanned around 325,000 leasable square feet and contained forty-five stores and services. The Von's grocery stood at the southeast end of the complex, with a dry goods J.C. Penney presiding over the center of the center. The vast parking area had accommodations for 6,000 autos.

J.C. Penney's one-floor store at WHITTWOOD CENTER covered 43,500 square feet. The structure, dedicated in January 1960, was designed by Herman C. Light.
