The 40 million dollar mall encompassed approximately 840,000 leasable square feet, with 5,000 for-free parking spaces. It was conceived as the first phase of a criss-cross layout complex. This would have had four anchor stores, with one at each end of North, South, East and West wings. Only three wings (and three anchor stores) would ever be built.

At the far end of the North Wing stood the aforementioned Macy's. The  store's mallway entry faced a recessed fountain.

That venerable Chicago-centric chain anchored the South Wing of STATEN ISLAND MALL. This store's mall entry opened onto an octagonal water feature.

In November 1980, Maryland's Rouse Company acquired STATEN ISLAND MALL. They performed a thorough renovation and installed the Dancing Waters fountain in Center Court.
