The south anchor of the Central Texas shopping center opened, in August 1971, as a San Antonio-based Joske's.


Austin-based Scarbroughs occupied the center-anchor position at HIGHLAND MALL. The store was also dedicated in August 1971.

Presiding over the north end of HIGHLAND MALL was one of the final New Generation "Penneys" stores. It opened after the bulk of the mall, in September 1971. The new "JCPenney" (Helvetica font) logo had been introduced in the previous July. It would be used on stores completed after late 1971.
