Development plans for the 60-acre site were first drawn up in 1963. A regional-class retail complex was to be built, but its backers ran out of money. The project was taken over by a joint venture of St. Louis' May Centers and Philly's Strouse, Greenburg & Company.


MONTGOMERY MALL was located in the city's northwestern suburbs, in (or near) an unincorporated section of Montgomery County known as Bethesda. The complex was the region's second "freeway friendly" mall (Alexandria, Virginia's LANDMARK CENTER being the first).
