SALEM PLAZA, the first of Salem's downtown malls, was completed in October 1966. It housed eighteen stores and services and included a rooftop parking deck.

Although its "Plaza Mall" concourse was covered, SALEM PLAZA was still an open-air shopping facility. The 100,000 square foot mall had rooftop and surface parking accommodations for 290 autos.
