Sacramento-based Weinstock's built a 3-level store at FLORIN CENTER, which was the chain's eighth location. It opened, as the mall's first operational tenant, in October 1967.

The 30 million dollar FLORIN CENTER encompassed 900,000 leasable square feet. Its ample parking area had spaces for over 5,000 autos. The complex was anchored by Weinstock's, Sears and J.C. Penney. Three other department stores, Zody's, White Front and Montgomery Ward, would eventually operate in the mall's periphery.
