The CENTER officially became a MALL when a West Wing addition was dedicated, in November 1984. J.C. Penney was added, along with eighteen inline stores. CAPITAL HILL MALL now housed around 178,800 leasable square feet. By 1987, Hennessy's had expanded into adjacent store space.

In early 2001, CAPITAL HILL MALL embraced the internet, which would eventually contribute to the mall's demise.

In 2007, CAPITAL HILL MALL was in a downward spiral. Just thirty of its forty-two tenant spaces were leased. Dillard's, who had assumed the Hennessy's spot, would pull up stakes in 3 years.
