RUSHMORE MALL, circa-2014. The closing of  Scheels and Target, in 2008, created large vacancies. Dillard's was mentioned as a possible replacement for Target, but this never came to pass. Another farm implement retailer backed out of a leasing arrangement for the store space in July 2009.
