Originally planned to become a landfill, a 168-acre site was developed into a 1 million+ square foot shopping mall. J.L. Hudson (a.k.a. Hudson's), and fifty-nine inline stores stores, opened for business in August 1977.

This Hudson's nameplate was in use when the TWELVE OAKS location was dedicated. It was the fourteenth store in the chain.

Hudson's would operate at the mall for 24 years. In August 2001, the Chicago-centric Marshall Field's nameplate was installed. It would be in use until September 2006, when a Macy's masthead made its debut.

Another Chicago-centric chain built an anchor store in the original TWELVE OAKS complex. Sears became the mall's second operational anchor, in October 1977.

Lord & Taylor, based in New York City, was the third anchor to open for business at TWELVE OAKS MALL. This store was dedicated in March 1978.

J.C. Penney, also based in New York City, was the final anchor to begin business at the mall. The store welcomed its first customers in May 1978.
