The first major renovation of the shopping complex -which enclosed courts and concourses- was completed in August 1969. In a circa-1971 plan, we see that a freestanding Federal store is now a Spartan-Atlantic discount mart. Moreover, the 20800 Westgate Mall office tower now stands in the south parking area. Inside the mall, Kroger has just been replaced by the 4-screen Westgate Cinema City.
