The complex morphed into THE MALL AT CORTANA in June 1997. Dillard's jumped from the northeast to southwest anchor spot in December 1998. Service Merchandise folded in 1999 and was proceeded by the aforementioned Steve & Barry's. In a downward spiral for a number of years, the complex now contained 110 stores and services.

The original mall moniker was restored in March 2009. An "anchors away" scenario, which had started with the shuttering of Mervyn's in 2006, resumed 10 years later. Macy's called it quits in March 2016, followed by Sears, in March 2017. J.C. Penney pulled up stakes in the following June, with Virginia College going dark in July 2019. This left the 141-store facility with just twenty operational tenants.
