The concept of adding an interior mall to an existing strip center had been tried successfully at COLONIAL PLAZA in Orlando, and was also being done in Oakland, California.

In a circa-1971 site plan, the 100,000 square foot SEMINOLE CENTER is indicated in black. This section of the shopping hub had been completed in November 1965. SEMINOLE MALL, housing 340,000 leasable square feet, is shown in gray. This section was dedicated in February 1970.
