Weinstock-Lubin, one of Sacramento's hometown department stores, anchored the original COUNTRY CLUB PLAZA. The mercantile, a division of California's Broadway-Hale Stores, was dedicated in March 1961.

The Weinstock-Lubin store was the second structure built at the mall site. The shopping hub originated with a large building which housed a Stop -n- Shop Market, Gourmet Lane restaurant arcade and fourteen other tenants. These opened in November 1958. A second store block (in medium gray) was completed in August 1961. Stores in a third store block (in light gray) were dedicated during 1962.
