In 1998, FLORIN MALL has been in a downward spiral for several years. A large-scale remodeling, in 1990, failed to reverse the fortunes of the struggling complex. The shuttering of Weinstock's, in 1996, exacerbated its decline, as did the demotion of J.C. Penney into an Outlet Store.
