EL CERRITO PLAZA began to decline in the late 1970s, when it had been outpositioned by newer and larger shopping centers in its trade area. The mall's doldrums were magnified by the shuttering of its sole anchor store, in 1996. The complex was given a wrecking ball renovation in the year 2000, with a new power center emerging in 2002. In this plan, structures held over from the mall appear in black, while new construction is shown in gray.
Albertsons-Sav-On anchored the new & improved EL CERRITO PLAZA. The store encompassed 67,000 square feet.

In July 2007, the combo supermarket and pharmacy was rebranded by Lucky Stores. Things had come full circle, as there had been a Lucky Stores supermarket in the original EL CERRITO PLAZA.

Jo-Ann Fabrics operated an EL CERRITO PLAZA store between 2008 and 2025. It occupied the old Lucky Stores structure.
