J.C. Penney established their first GATEWAY store in 1986, when they took over a vacant Hinky Dinky supermarket space. In August 1995, the original Penney's was replaced by this store. It consisted of 2 levels and spanned nearly 126,000 square feet.

At the time of a circa-1996 plan, the mall has just emerged from a second large-scale expansion. This added a new Northeast Wing (in medium gray), which was anchored by the aforementioned J.C. Penney. The original open-air Garden Mall, on the west end of the complex, has also been enclosed and climate-controlled.
