By the early 1990s, competition from local malls had sent TRI-CITY into a downward spiral. The past-its-prime property was shuttered in late 1998. The bulk of the complex was demolished in 1999, with the final section (the old J.C. Penney store) being knocked down in 2006. Meanwhile, a small power plaza, known as TRI-CITY PAVILIONS, had been built. It opened in the year 2000.

On December 27, 2008, a light rail train pulled into the Valley Metro system's Sycamore / Main Street station for the first time. The 19.7-route-mile starter line serviced the TRI-CITY MALL site. Of course, by this time, the enclosed shopping center was long gone.
