In October 1983, the second phase of the Center City shopopolis was completed. It was unofficially referred to as GALLERY II, with the circa-'77 structure becoming GALLERY I. The new GALLERY II segment was anchored by a 184,000 square foot J.C. Penney and featured the newly-built SEPTA Market East Regional Rail terminal. The subterranean commuter train station replaced the circa-1893 rail hub at the Reading Terminal Market.
